service logs --tail accepts negative and fractional numbers

flag.number checks only that the value is finite (parseNumberInput in packages/cli-engine/src/execution/stricli-adapter.ts), so prisma service logs --tail -1 and --tail 1.5 reach the API. Validate --tail as a non-negative integer in the service logs handler (packages/cli/src/commands/service/logs.ts); no engine change needed.
