Moves the package from Spago Dhall to pinned Spago and PureScript with registry-backed dependencies, preserving published dependency bounds and preparing version 3.0.1.
Modernizes the three-platform CI workflow and adds pinned Oxlint, Oxfmt, and the latest stable purs-tidy. One high-severity npm advisory remains in dev-only Spago dependencies.
