Moves the package from Bower/Pulp to Spago 1.0.4, PureScript 0.15.16, and the registry, preserving published dependency bounds for 5.0.1. Modernizes CI and dev tooling with Oxlint, Oxfmt, and purs-tidy. Fixes npm audit findings except one advisory affecting three packages in the dev-only Spago dependency chain.
