This extends #153867 (macOS) to Android and Windows. I have yet to add the sources for either platform, I'm not quite sure how to go about that, @zware, could you please help with these? :-)

Additionally for Android, beeware/cpython-android-source-deps#10 is required before building SQLite to enable the median() and percentile() functions.

I've created a SQLite release for Android, and rerun the Android CI on this PR.

I've also sent you an invite to join the cpython-android-source-deps repository, which will allow you to create future releases by pushing a tag, as described in the README. There's no need to ask me before doing this, unless the release requires any other changes to the repository, in which case please make a PR first.

Switched to SQLite 3.53.4. I don't mind doing the macOS installer too, since I'm updating the others anyway, Ned :-)

I've pushed the tag to beeware/cpython-android-source-deps. As for Windows, I simply follow the instructions at https://github.com/python/cpython-source-deps/tree/sqlite#the-sqlite-amalgamation-source-code to update, right Zach (sorry, it's my first time)?
