Tests #2264 with an SCSS change, which starts a full-site scan. Close without merging.

- Scan only the changed pages that rendered in _site
- Read the exclude list from _axe-exclude.txt
- Upload the site artifact after the PR comment, with overwrite: true
- Skip the job summary if the scan wrote no report
- Do not start a full-site scan for _axe-report.md
