This Pull Request enables the OpenVPN data channel offload kernel module, which was first released in Linux 6.16.

Why

This module "replaces" the Debian package openvpn-dco-dkms, which was providing data channel offload capability prior to Linux 6.16.
The current openvpn-dco-dkms Debian Trixie package fails to build its kernel module when using the 6.18 kernel headers, hence since the kernel 6.18 upgrade, OpenVPN data channel offload is not available on Raspberry Pi OS.

OpenVPN 2.7 can be installed from the trixie-backports in order to use the built-in ovpn kernel module.

The Debian project enabled this module with the commit https://salsa.debian.org/kernel-team/linux/-/commit/3a80e1587a3d0656addc078044c0771e0d37318b

What

CONFIG_OVPN=m

When built using bcm2711_defconfig, the kernel module ovpn.ko file size is 128216 bytes.

The ovpn module enables the OpenVPN data channel offload kernel module,
which was released first in Linux 6.16.
Prior to Linux 6.16, this capability could be obtained via the
out-of-tree ovpn-dco kernel module, usable only with
OpenVPN 2.6.x and older. The ovpn-dco kernel module is
available in Debian via the package openvpn-dco-dkms.
However the version that is available in Trixie
fails to build the kernel module with the 6.18 kernel headers.
The ovpn module that is built into the kernel is usable only
with OpenVPN 2.7.0 and newer, which is available via Debian's
trixie-backports repository.

@pelwell, @popcornmix, gentle bump on this Pull Request. This Pull Request would re-enable the ability to use OpenVPN DCO, which is not possible since the upgrade to kernel version 6.18, as the openvpn-dco-dkms Debian Trixie package fails to build on newer kernels. Thank you.

Apologies - this arrived while I was on vacation and slipped through the cracks. Settings that just cause modules to be built are usually uncontroversial, and although not the smallest (~120kB uncompressed, ~28kB compressed) this is far from the largest.
