Fix keyboard visibility on API 36

Summary

• Restore android:fitsSystemWindows="true" on the input-method root so system-window insets are accounted for when displaying the keyboard.
• Add the API 36 keyboard visibility fix to the changelog.

Thanks for the PR, @prince-0408! I'm still seeing this bug even with this change though:

I've invalidated the Android Studio caches and it's still an issue. It seems like it's just an error on my end. Are there suggestions on what to try to do from here to fix this?
