ci: add python 3.15 and run lint from a ci workflow - #155

Replace ruff.yml with ci.yml (CI) holding a lint job (ruff check and ruff format --check) on 3.15, matching the other Bolt for Python samples. The job is now lint instead of build. Co-Authored-By: Claude <svc-devxp-claude@slack-corp.com>
