T1 - protocol version enum and ordering #239

Target branch: 2026-07-28-protocol-support

Add V2026_07_28 to ProtocolVersion and make it Latest. Ensure enum values ordering so code can branch with >= V2026_07_28. The legacy initialize negotiation answers V2025_11_25.

Conformance scenarios that must pass after this task: none.
