The PHP
RuleEvaluatorforced the operator to==whenever a condition's value wasempty, sonot emptybehaved likeequals empty: empty fields passed and filled-in fields failed. This affected page logic in multi-page forms and form connection conditions. This drops the operator override so it keeps the original operator, matching the JS field conditionsValidator, and adds tests fornot/isnt/!=/!==against empty values.
