Resolves a part of #14819

Description

What is the purpose of this pull request?

This pull request:

  • adds a native C implementation for computing the Cartesian power for a double-precision floating-point ndarray (dcartesian-power).
  • updates the test suite (test.js, test.main.js, test.native.js) and C benchmarks/examples to cover and utilize the new native C addon.
