[New Variant] Generic STM32C031K4 / K6

I found folders and files for these variants along with G4/G6 variants inside \variants\STM32C0xx folder but they seem to be missing from boards.txt (G variants missing too). Adding them manually to the file does not make them appear under the Board part number: selection list in Arduino IDE.

When boards.txt is modified you can use the submenu "Reload Board Data" in the "Tools" menu.
