This PR documents that the upload content API file endpoints accept a file's documentId as an alternative to its numeric id. It adds an "Identify a file by id or documentId" section to the Upload files REST API page, covering
GET /api/upload/files/:id,DELETE /api/upload/files/:id, andPOST /api/upload?id=x.Documents #27834
