bug: screenshot blocking ends while a sensitive screen stays open

What happened?

Leaving one screenshot-blocked screen clears the block while another sensitive screen is still open.

Expected behavior

Screenshot blocking stays until the last sensitive screen leaves. Debug builds can still take screenshots.

Steps to Reproduce

1. Release build. Open a screen that blocks screenshots.
2. Open a second blocked screen over it, then leave that second screen.
