feat(run-task): add startup hook - #1077

RUN_TASK_STARTUP_HOOK is similar to RUN_TASK_PRE_COMMAND_HOOK, but runs before the vcs setup and fetch-content. The intent is to use this in firefox to set up resource monitoring and cover as much of the task run time as possible. See https://bugzilla.mozilla.org/show_bug.cgi?id=1425785
