Summary
Adds the approved folder-style specification for Issue #2283, Increase UDP Server Package Coverage. Updates EPIC #1347 to track the new subissue.
The specification requires fresh separated aggregate, unit-only, and integration-only coverage evidence. Unit-only coverage is the primary metric. It requires existing-test refactoring, focused validation, and completed-file review before coverage expansion for each source file, with only one file in progress at a time.
