this one specifically showed up when overing some buttons with a tooltip
these would show in the dev server when running with `NODE_ENV=production`

The dev server now proxies
/dataand/apito a deployed stage, so the app runs locally without AWS credentials.PROXY_TARGET(dev stage in.env.example) is used for both paths.API_PROXY_TARGEToverrides/apito use a local backend. This replaces the bucket URL built fromS3_BUCKET_PREFIXand the hard-coded serverless-offline target..env.exampledropsS3_BUCKET_PREFIXandAWS_REGION, which nothing reads locally; only the Netlify functions build usesS3_BUCKET_PREFIX, and it comes from the Netlify environment there.ResizeObserver loopnotice (from react-tooltip) no longer opens it. Webpack warnings such as bundle size hints stay in the terminal.CONTRIBUTING.mdupdated.
