Limit dependabot to minor/patch updates per branch - #1614

Yeah, I might have jumped the gun on that, but seriously: those modules were dead weight. If someone really was using those, they need to have a sit down and a talking to about software maintenance. I don't think anyone was using them who is on wicket-10.x. And they still can use it, but they have to include the software themselves, or keep it on the last wicketstuff-core 10.x release. Nothing wrong with that as well. |

Dependabot now ignores semver-major updates on master, and also tracks the wicket-9.x and wicket-8.x maintenance branches (minor/patch only). Major upgrades (e.g. Jakarta EE 11, tinymce 8, datatables 3) are done deliberately in a new major of WicketStuff.
Existing major-bump PRs (#1227, #1419, #1487, #1519, #1551) are left open for that purpose.
