Seed the dashboard permission that authorizes the backend's
azure.members.setAssocNumber, so the admin dashboard can change the
member number (Entra employeeId) of an existing socio and optionally
email them the new number. It is independent of azure:members:read and
azure:members:create; no role grant is seeded and Master Admin covers it
through its wildcard.

This deliberately amends RFC v3 decision 9, which said the dashboard
cannot edit existing Entra users. The RFC, Phase 0 notes and README now
record the amendment, the setAssocNumber contract and the mailbox choice
accepted by azure.members.create.

Walkthrough

The pull request adds the unmanaged azure:members:write permission and documents its scope for changing an existing member’s number. It updates the migration journal and adds a schema snapshot.

Changes

Member-number write permission

Layer / File(s) Summary
Permission contract and migration
README.md, docs/idp-telegram-integration-rfc-v3.md, docs/idp-telegram-phase0.md, drizzle/0020_azure_members_write_permission.sql
The seeded permissions list and RFC include azure:members:write. The RFC describes its use for changing an existing member’s number, including operation constraints and audit attribution. The Phase 0 note records the later amendment. The migration inserts the permission without assigning it to a role.
Migration metadata
drizzle/meta/_journal.json, drizzle/meta/0020_snapshot.json
The migration journal adds entry 20. The new snapshot records the PostgreSQL schema state.

Priority: ⬇️ Low

Change: Feature

Merge Risk: 🔵 Low · up to 1daf7

This change adds a new permission for changing member numbers and documents how it works. It does not grant that permission to anyone automatically. One section of the design document leaves out the member-listing operation, which could mislead whoever builds the backend. This is safe to merge after a small documentation fix.
