This seems fine to me. I haven't reviewed this in detail as these don't run in browser engines.
Filing an issue on future maintenance of these tests might be good. Perhaps more people should get write access. (So I can retire.)

This adds support for processing instructions (whatwg/html#12118) in the tokenizer tests
