A wide sheet can no longer exceed the cell budget by forcing one oversized row: cap columns first, then rows, retaining the existing minimum of one cell. Blank cells also stop scanning the remaining blank span for overflow, removing quadratic work on wide sparse sheets and unnecessary clipping rules.
Validation: 128 HTML, URI and style checks pass. Extends the existing budget and spill tests without adding another test case.
