Moves the package from Bower/Spago Dhall/Pulp to current Spago, PureScript, and the registry. Also modernizes CI and dev tooling with Oxlint, Oxfmt, and the latest stable purs-tidy, and commits FFI whitespace formatting.
Preserves all 11 published dependency bounds and prepares the approved 1.0.1 metadata. Fixes all npm audit findings except those arising from the dev-only Spago dependency.
